We have to save docker images (docker image save) in a tar file and read the image again from that tar using docker load. This process will be done on a remote server on which docker-machine is not installed. Can docker image load run without docker-machine installed? Is there an alternative approach to this process.

Have you tried it? You almost never needdocker-machine
(except on desktop systems that can't run a native Docker daemon). A registry tends to be a better alternative than save/scp/load.
