I am trying to get mic and camera permission inside chrome extension without using chrome://extension_id page. Is it possible to get it? If I want to get permission in a content script it gives permission for only that URL. I want something like loom does.

Judging by screenshots of Loom extension it simply adds its UI into the active page which definitely means it uses a content script. It could also insert an iframe into the active page that points to a page inside the extension exposed via web_accessible_resources. Install the extension and inspect its code in devtools.
