I guess that I would remove /dev, /sys, /proc. Am I right? What else should I exclude? What is the best tar options for this? By "the best," I mean that I want to keep the file mode, owners, groups, and all hidden file attributes as much as possible.

A docker container is not a VM. It is meant to run a single service, not a whole system with multiple deamon processes. What you want to do is maybe better achieved with a VM snapshot.
