I am trying to set up a geofence using LocationManager.addProximityAlert(...)
, but I get an IllegalArgumentException("pending intent must be targeted to package")

The first thing that LocationManager does is call checkPendingIntent(intent)
which calls intent.isTargetedToPackage()

The result is false
